Editors, reviewers, and authors share responsibility in ensuring that article citations and references are diverse, inclusive, and free of harmful works. There are a number of strategies your journal can employ to encourage more inclusive citations:
Recognize that “some canonical work may be purposefully uncited because of oppressive and harmful actions taken by those authors” (Anti-Racist Scholarly Reviewing Practices).
Require that submissions which do not cite inclusively must be revised or rejected.
